Windows 10 Stuttering with new update

I gave it another try updating my laptop to 1903 since it’s not reliable for anything, with complete up to date update.  Surprisingly it stable after I did the same procedure like I did on 1809 but not without windows itself struggling to gain stability.

By that I mean after update and disable most background functions, here is what I discovered..

1. After enabling auto update for defenders security and Adge extension, found Adge browser perfectly works on YouTube but MS App store won’t work corrupted and need to be updated

2. If I disabled touch pad by Fkey and glide my fingers on the pad, LatencyMon shows Synaptics driver spike more than 2 milliseconds .  CPU now a day can do over 2 million instructions/second, 2000μs latency****Imagine put a little tricycle ride by President Trump on German Autobahn.  Best is to have it active and don’t touch the pad.
3. Then all of the sudden for no reason my laptop started to lag, things getting slow take 10 times longer to response and shows sign of grinding down to a halt.  Took few more boots with each time CPU and disk usage spike up as if it tried so hard to search or copy files. Then 3rd boot’s the charm.

5. Disable SysMain in Service from high Disk usage;

Now, my next objective is to enable each function at a time to see where is my laptop limitation of taking a nonsense backgrounds.  Then on to  19H2 build in October.  My laptop demands 35-40% CPU most of the time, it so easy not to activate junk processors if PC is in heavy used.  Don’t understand why Microsoft thinks what they snoop on us is more important than user lose productivity.

Final thought,

Maybe $25 million/year CEO pay not to mention perks and compensation should buy us a new hardware since his developer division loves to first blame it on hardware and 3rd party.  Or maybe Satya Nadella never knew this problem has been around for almost a decade because MD never told Executive VP, or EVP never brought it up to the board.  Or after all, no one at Microsoft is reading this at all.

I have the same issue after update, took a month tried every suggestions from MS agents, advisors and moderators with no luck.  My laptop randomly stuttering 2-3 times a day from using Movies & TV on big screen through HDMI, until I did one method that seems to mitigate or at least I can enjoy movies without saying bad word 3 times a day.

After much research, I found that the most complaints are these two processors that may have contributed to the problem.  ACPI that related to Battery and Adjusting the clock speed of the CPU. Also called "dynamic frequency scaling," CPU throttling.  And NtOsKrnl that is Windows NT kerneland nothing you can do to tame it unless Microsoft takes their head out of the sand.

(Always monitor CPU usage, some options on some PC could spike CPU to 100%.  For example; Miscellaneous: Extension of Windows 10 search with Bing disable)

Long story short...

1. I updated from 1709 to 1803 build and that where lag and stuttering begins
2. Rollback to the original image my laptop is perfectly fine again
3. Update again to 1903 randomly stuttering came back

(Note: Reset or Clean install doesn’t do any good both times.  ACPI and Ntoskrnl are the pc killer)

Following are the method I mentioned;

4. Barebones install 1809 (From Microsoft ISO download site) which of causes, bunch of unknown device shows up in device manager. But I choose to update only 2 drivers..

• Displays driver
• Sound Drive (Realtek)

Then

• Install Shutup10 to limits most of background
• Turn off Background Apps in setting 

 - Turn off all Setting/Privacy

 - Turn off all Setting/Gaming

• Turn off SaveMode when Battery below 20% (Only apply to laptop.  this is where stuttering most occurs)

- Set network status to “Meter” preventing update

 - Disable Windows Automatic update in Group Policy (Windows 10 pro) or “wuauserv” in Services

 - Disable all enhance audio from Realtek’s property (KMplayer has its own internal codec)

• increases Pagefile to double the size where windows recommended (not to exceeding ram size)
• I’m using The KMplayer instead of Movies & TV (MS Movies players from my observation might have corrupted memory and/or search index when stuttering happens.  When that happens, don’t restart. Instead, force shut down by holding power button)
• And I’m using Chrome instead of Adge (Youtube doesn’t work from Flash not being configured properly and other reason https://www.google.com/amp/s/www.windowscentral.com/how-to-fix-slow-edge-youtube%3famp)

Then to ensure that my system is up to the task, I did the following..

5. Run Windows PowerShell (Admin)

type sfc /scannow

If corrupted files found and couldn’t be fixed then use

DISM.exe /Online /Cleanup-image /Restorehealth

To rebuild package then Run sfc /scannow again (1903 came with corrupted defenders security)

6. Lastly run Setting/Security and update/trouble shoot on compatibility and search index. (I found one of the Realteks Dll incompatible, has to set as Windows 8)

Words of caution;

Do research and understand any and all of these procedures before you start.  It works for me, might not work for you.  Keep in mind, install fresh Windows means you will lose every programs you previously installed and without proper drivers, you might lose some hardware functionality)

I'm having a similar issue and no one seems to be addressing it. I was forced to do the update to 1903 as it's a requirement for Gears 5 and now I'm getting stuttering sound!! It's not isolated to games either. It happens while watching youtube, Netflix, and movies and music. If I revert back to the previous version, I'm good, but can't play Gears. What's worse is that I did a fresh install of windows and immediately upgraded to 1903 and still have the problem. Im running a NVIDIA 1060 card connected via HDMI and audio over HDMI. I've tried several things based on internet and still have the issue. Please help!!

My computer will not stay on.  I cannot keep my mouse working on my Toshiba computer, so cannot get to a web page.
