Windows 10 Stuttering with new update

Okay, so I updated to the latest version of windows last night, and discovered an issue IMMEDIATELY. Every few seconds my screen/audio/EVERYTHING stutters for a split second. It doesn't matter if I'm watching videos, playing games, not doing anything, it stutters. I've double, triple, quadruple checked that 100% of my drivers are fully up to date, and that I have all of the latest security and graphics updates and made sure nothing needed downloading or updated at all. It still stutters. I've tried absolutely every solution I could find on the internet. Still Stutters. 

Where things get interesting is when I roll back the update to the previous one. It works perfectly fine with absolutely no stuttering. I went back to the new update, and the stutter happened again. So it is definitely the update that is the issue. But just to be completely sure, and hoping to rid the issue, I factory reset my PC and then reinstalled the update. Surprise surprise,  the stutter happens.

So what in the heck is the issue!? And is anyone else experiencing this problem? I'm worried I might be stuck with it until another month or two from now when Microsoft does their next decent sized update, and I need to solve this problem ASAP.

    As most MS’s advisors suggested, make sure you have the latest firmware to all components.  Then try to narrow down the problem by using Event viewer, see what you can spot any misbehavior warning or error then go from there.

    If you see something along this line.. “processor is being limited by system firmware”  then most likely hardware and software are not being at full potential.

    As to my system;  Updating bios firmware kind of mitigating the issues but problems still lingered (a lot less). Not until I installed evaluation copy 19013 which supposedly should be released as 20H1 then all issues are disappeared.  I don’t want to speculate, but something seems different in which they are being compiled.

    I am having a tremendous amount of problems with Windows 10. I have attempted to build my first PC starting October 6th. I have upgraded my CPU, upgraded my graphics card, upgraded my ram and even replaced every component in my built several times with lagging being persistent no matter how many times I reinstall Windows. I am at my wit's end with this whole situation. I have a ryzen 5 3600 CPU, 2 ddr4 3600 8g Corsair ram. 750 watt Corsair modular power supply, MPG MSI x570 gaming plus motherboard, 250g m2 ssd, and a sshd 1tb hybrid hard drive. The lagging was always a problem but when I upgrade my CPU from a ryzen 5 3400 g to a ryzen 5 3600 is when the problem became bad to the point where games were unplayable. I upgraded my graphics card from a RX 590 2 A rx5700 thinking that was the problem. I even upgraded from ddr4 3200 to ddr4 3600 to no avail. If anybody can please help me I would appreciate it.

    One of these updates broke my Windows installation and now even the desktop stutters and is just ridiculous I have Linux in another drive and it has no issues whatsoever that's why I know is not hardware related, applied every update ever since expecting to have a solution but the problem persists, what is wrong with Windows I had a very different opinion about Windows, now it is completely shattered, even typing this text it stutters, I code in this machine and it has become unusable I spend a lot of time just waiting for it to produce the text I type, completely disappointed.

    Preview Build 19013.1 release 191025

    Which will be released to public soon.

    First, I have to say this preview build does deliver with high expectations.  Best of all, it does put my slow and cheap Intel(R) Celeron(R) stability back on track.  For most of you with better and faster system hopefully problems with lag and stuttering should be resolved once you get your hand on.

    I’m not suggesting that you should do as I did.  A slow system requires some intervention to keep it running smoothly, so I elected to take off some background unused and moving parts.  Perhaps I don’t have to and perhaps you don’t need to.

    First; I’m still using O&Oshutup10 to limit all background telemetry.

    Second; as I mentioned.  My system doesn’t like Notifications and Action Center, so I disabled it.

    Lastly;  I regedit and change the following services start to ‘4’ (Disable).  Simply I don’t want anything to monkey with memory and disk including push notifications while I’m playing video and give my 2 core 1.6Ghz a 100% without throttling.
