Windows 10 Stuttering with new update

2. What is Make and the Model of the computer and the Graphics card?
3. May I know if you have updated to the 1903 version?

OMG! I've been having this issue for like two years now, and this rando dude on Reddit fixed it for me! I just disabled my Blu-Ray drive under the DVD/CD-ROM Drives heading in the Device Manager, and it totally worked.

On top of the stuttering issue, I was also having an issue with the "new" update where it would make my computer run really slow. Popping open my Blu-Ray drive tray would instantly resolve both the slowdown and the stutter! ****, Microsoft!?!

Anyway, I hope this works for you guys, too!

I would have never thought that what I discovered is a culprit of making system unstable for almost 5 years since the introduction of this object to the windows 10.   Its a “Notification and Action Center”

Here’s how I came to the conclusion;

1. If I plug in the charger then boot up the pc.  As long as I keep it plugged, system can streaming or playing video for days and it rock solid.
2. if I unplugged the charger.  System continues to perform as expected all the way til battery drain down below 20%
3. Here’s when the lag and stuttering first show sign and symptom.  It’s after I plug in the charger.

Times after times of cycling through battery full charge and re-charged, same micro lag and stutters occurred  5-10 minutes after charger has been inserted.  And if I leave these stutters go on, symptom will keep getting worst.  Two consequences that did happen to my system was first, system getting dragged down to a halt.  Second, search index get corrupted.

These suggested that whatever makes the system unstable it has got to be one of the services that was suspended while in power save mode and wakes up when charging.  Then coincidentally one notification came through and I click the action center, and.. BOOM!  my system gone robot!

Since I can’t shutdown ACPI.sys nor I can stop services from launching and Just to disables notification from setting doesn’t do any good.  Next best thing is to entirely remove “Notifications and Action Center”

Results;

It has been more than 3 days of charging and re-charging. Including throwing in a few tasks in between.  Even after ACPI itself throwing 11,000μs latency,

Video continues to play without any sign of stress.  (Besides one instance that buffer underrun but not from CPU overload nor stack jam but rather gone leaking somewhere for a few seconds)

And I have no interest of investigating without spec sheets.  Rather fight with the gophers in the backyard OR helping my daughter research on building the machine for PTSD detection as objective finding instead of subjective, so we can trash insurance companies by the billions on the claimes.

Summary:

• Removal of “Notification and Action Center” ** to eliminate stuttering **

-  Disable Audio Enhancements (including 3rd party)

• Run admin sfc /scannow (to ensure system integrity)
• Run troubleshoot on search index (for system integrity)
• Shutup10 to disable most Telemetry and backgrounds (optional)
• Kill RunTimeBroker service (NO)

- Disable “Sysmain”  (NO)

• Turn off background apps (optional)
• Turn off setting/privacy (optional)
• Rollback to previous version of Windows 10 (optional)
• Everything else as your discretion

For most of us who’re using desktop, keep in mind, this findings might apply to your case as well.  Since ACPI (Advanced Configuration and Power Interface) it’s job is to internally regulate power.  Therefore, result of background services or condition to occur to be manifested by it.  Simply put, your system’s services get suspended and wakes up like any other laptop as well.  As to “Notification and Action Center”?   Including Audio Enhancements, Is up to Microsoft to look into.  Googling the word “Lag and stuttering “  and ton of links show up, 8000 views in some posts should be enough to set a red flag.  The offer to take my PC for free for Microsoft to do research still stand.  You know where to get me.

I gave it another try updating my laptop to 1903 since it’s not reliable for anything, with complete up to date update.  Surprisingly it stable after I did the same procedure like I did on 1809 but not without windows itself struggling to gain stability.

By that I mean after update and disable most background functions, here is what I discovered..

1. After enabling auto update for defenders security and Adge extension, found Adge browser perfectly works on YouTube but MS App store won’t work corrupted and need to be updated

2. If I disabled touch pad by Fkey and glide my fingers on the pad, LatencyMon shows Synaptics driver spike more than 2 milliseconds .  CPU now a day can do over 2 million instructions/second, 2000μs latency****Imagine put a little tricycle ride by President Trump on German Autobahn.  Best is to have it active and don’t touch the pad.
3. Then all of the sudden for no reason my laptop started to lag, things getting slow take 10 times longer to response and shows sign of grinding down to a halt.  Took few more boots with each time CPU and disk usage spike up as if it tried so hard to search or copy files. Then 3rd boot’s the charm.

Now, my next objective is to enable each function at a time to see where is my laptop limitation of taking a nonsense backgrounds.  Then on to  19H2 build in October.  My laptop demands 35-40% CPU most of the time, it so easy not to activate junk processors if PC is in heavy used.  Don’t understand why Microsoft thinks what they snoop on us is more important than user lose productivity.

Final thought,

Maybe $25 million/year CEO pay not to mention perks and compensation should buy us a new hardware since his developer division loves to first blame it on hardware and 3rd party.  Or maybe Satya Nadella never knew this problem has been around for almost a decade because MD never told Executive VP, or EVP never brought it up to the board.  Or after all, no one at Microsoft is reading this at all.

I'm having a similar issue and no one seems to be addressing it. I was forced to do the update to 1903 as it's a requirement for Gears 5 and now I'm getting stuttering sound!! It's not isolated to games either. It happens while watching youtube, Netflix, and movies and music. If I revert back to the previous version, I'm good, but can't play Gears. What's worse is that I did a fresh install of windows and immediately upgraded to 1903 and still have the problem. Im running a NVIDIA 1060 card connected via HDMI and audio over HDMI. I've tried several things based on internet and still have the issue. Please help!!
