This is the only patch that is getting an error at installation. I've tried update troubleshooter, standalone install and clearing Software Distribution folder without success. Are others having this issue?

Installing the kb4490628 as other users suggested did fix the problem in my case. Yet another bug caused by Microsoft's low-quality software testing rescued by users. I can't believe Microsoft can get away with this kind of things. Stupid monopoly.
No, it's because you cannot have Code Signing Support shifted from SHA-1 to SHA-2 without introducing a new basic requirement.
This new basic requirement happens to be KB4490628.

Machine had not been user for about a year and went to auto update all past missed patches. It failed on KB4516065. Not sure how you figured this out but, am glad you did. Had run update repair, DISM tools, Update Readiness, downloaded the standalone installer for the patch with no success at installing. Ran the KB4490628 and rebooted even though it did not prompt and KB4516065 installed on the first attempt.

I’d also would lime to say that it fixed my problem...though I tried to download each of those 2 KBxxxxxx from windows download catalog, using microsoft explorer and the page doesn’t even load. I mean, when i get to the windows update catalogue page, it does open and ask me to install whatever microsoft require you to install to access the update catalogue page. But after clicking Yes, the only thing happening is that there is a small pop-up at the bottom of the screen with “an add-on on this page failed to load” (or something similar).
