KB4516065 Installation Fails with Error 80092004

This is the only patch that is getting an error at installation. I've tried update troubleshooter, standalone install and clearing Software Distribution folder without success. Are others having this issue?

Had the same problem. What fixed it was to download these two KBnnnnnn patches from the Windows Update Catalog.

KB4490628  (make sure this one gets installed successfully first)

KB4516065

    I discovered one that I only use occasionally  had not had any updates since 11/2017 even though it was set to update automatically.

    Unbelievable.

    Even more unbelievable: Windows Update had acquired this issue because it was set to update automatically. Between December 3rd and 6th, 2017. To be more exact it was Microsoft Update that had acquired it.

    1. The latest KB4474419 is enough.
    2. You don't need KB4516065.
    3. KB4531786 installed or offered indicates you're complete for this month.

    I decided to update all of my 7 computers before the final end date.  I discovered one that I only use occasionally  had not had any updates since 11/2017 even though it was set to update automatically.  When I tried to check for updates I got the "can't currently check.... service is not running.".  After trying many solutions the one that finally worked was to change the settings to never check for updates which then allowed me to check for updates.  Unbelievable. 

    Anyway, I was able to install several updates, but KB4474419 2019-03 failed however the same KB from 2019-09 was successful.  After restarting, checked for updates again and KB4516065 failed.  Followed instructions found here and downloaded and installed KB4490628.  Checked again for updates but was not offered 4516065 again. 

    So my questions are:

    1. Should I try to reinstall the 2019-03 version of KB4474419 or did the 2019-09 version take care of that?
    2. Since checking for updates didn't re-offer KB4516065, do I need it?  Should I download it from the catalog and install?
    3. Because there were no updates between Nov. 2017 and now, are there any other updates I missed that you would recommend I pick up from the catalog?
