This is the only patch that is getting an error at installation. I've tried update troubleshooter, standalone install and clearing Software Distribution folder without success. Are others having this issue?

Had the same problem. What fixed it was to download these two KBnnnnnn patches from the Windows Update Catalog.

Thanks, this worked perfectly on my Win 7 pro testing Virtual Machine.
At this point in time I suggest you download the Windows 10 installation media creator from:
https://www.microsoft.com/en-us/software-download/windows10
and create a bootable USB. Dont forget to select the language and x86/x64 version of the current installation of Windows 7.
Then you will be able to upgrade your Windows 7 Pro to Windows 10 Pro retaing (allmost) all the apps and data. (yup, it still works)
You have to run the setup from within the existing installation of Windows 7. To be sure, create a full system backup.
