This is the only patch that is getting an error at installation. I've tried update troubleshooter, standalone install and clearing Software Distribution folder without success. Are others having this issue?

Had the same problem. What fixed it was to download these two KBnnnnnn patches from the Windows Update Catalog.
KB4490628 (make sure this one gets installed successfully first)

lintekPC - thanks - you helped me today with a Windows Server 2008 R2 server that refused to update!
I didn't claim it doesn't work. All I'm saying is: Skip obsolete KB4516655 and install the latest one directly.
Microsoft recommends that KB4516655 also be installed
Outdated already.
My original post above worked three days ago per Microsoft's instructions. Windows Update then installed KB4525235 automatically. I just installed KB4523206 manually. OUgrad
