I have a few Windows 10 Pro x64 1903 (with 2019-05 or 06 cumulative update) having an issue where when you use the modern Settings app > Devices > Printers & Scanners, when you click on an existing printer, the printer below it does not drop down making space for the the "Open queue" and "Manage" buttons, instead the buttons overlay the lower printer, but won't allow you to click on the buttons, therefore you can't manage the printer.

    You're probably right.

Try running the lines specific to the PDF printer and see if that works any better.  Those two don't seem to require a reboot.

Only users members of the administrator's group can manage the printer...

Only users members of the administrator's group can manage the printer...

If you use the tab key, you can get to the manage button and press the enter key to select.

Alternatively, you can use the old Control Panel > printers and manage from there.
