The following workaround was successful. Change user account from Standard User to Administrator status. Restart computer. The user can now manage the printer but now has Admin status, which may not be desirable.

I have a few Windows 10 Pro x64 1903 (with 2019-05 or 06 cumulative update) having an issue where when you use the modern Settings app > Devices > Printers & Scanners, when you click on an existing printer, the printer below it does not drop down making space for the the "Open queue" and "Manage" buttons, instead the buttons overlay the lower printer, but won't allow you to click on the buttons, therefore you can't manage the printer.

2019-12-13T17:05:27+00:00 Totally agree with you. Let's not forget that Microsoft dropped QA so things have gone downhill from here. 1903 definitely has introduced this problem. All of our systems are running 1903 and have these issues. ALL of them.

2019-12-14T04:36:36+00:00 I have the same issue, and I'm drawing on a number of comments of people above in saying this, but it seems to me that there's a coding logic defect in the Settings/Printers & Scanners application that only occurs in a situation where the "Remove Device" option is intentionally not displayed.
The "Remove Device" option is displayed only when the user is an administrator or otherwise has access to manage the device.
If the user is not an administrator, and hasn't explicitly been granted access to manage the printer device via the Security tab on the printer (eg via control panel), then the Settings/Printers & Scanners application doesn't display "Remove Device" and what then happens is that the "Open Queue" and 'Manage" buttons end up displayed over the top of the next printer, and clicking them with the mouse does nothing (due to the fact that they are displayed over the top of the next printer), but you can get them to show expected functionality using TAB and ENTER keys.
