I have a possible fix that I think Microsoft needs to investigate.
I was looking through different websites that had possible fixes and found that if you remove the printer and driver and re-added it, it fixed the issue. I did this for the Fax and Microsoft XPS document Writer printer. I then was looking in the registry
in this location; [HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Print\Printers(name of printer; I.e. Microsoft XPS Document Writer)]
and noticed the Security setting had a different hex string than the ones that didn't work. I copied the security setting from the one that did work to the ones that didn't work, rebooted, and they started working like normal.
This leads me to believe that the security setting for the installed printers before the 1903 (or 1909) upgrade does not get updated during or after the upgrade, or Microsoft changed some security setting that broke the normal function of the Printers and
Scanners app.
If someone would like to find a way to update the Security setting in the registry for the installed printers via a powershell script, you would be a hero.
