Windows 10 1903 can't manage a printer

I have a few Windows 10 Pro x64 1903 (with 2019-05 or 06 cumulative update) having an issue where when you use the modern Settings app > Devices > Printers & Scanners, when you click on an existing printer, the printer below it does not drop down making space for the the "Open queue" and "Manage" buttons, instead the buttons overlay the lower printer, but won't allow you to click on the buttons, therefore you can't manage the printer.

    Go here:

    Control Panel\All Control Panel Items\Administrative Tools

    Look for "print management"

    Adjust from there...

    My Windows 10 system was one version back, working ok for the most part..  this issue did not exist but then I had a brain wave to do a FRESH START to address some other things.  Looks like 1903 got installed and now I cant manage the printers.  When I try to click on the "manage" button it slides away downward almost like a virus would do in the old days back on windows XP.

    So another possible fix does not work.. a FRESH START will not fix this problem as it is built into the Windows 10 OS.  Rather it causes the problem if you did not have it.  Best to try and SKIP Ver 1903 all together but I don't know if that is possible.

    One other thing I noticed is that the problem does not exist if I log into machines remotely using TEAMVIEWER 14.  Oddly the printer manage buttons work perfectly via Teamviewer.  However if go to the machine in person and use the mouse they cannot be managed.

    Well, let's not say "fixed the issue". It's a workaround.

    This has been plaguing people for months and is now up to 7 pages of replies. This is pretty ridiculous.
