Windows 10 1903 can't manage a printer

I have a few Windows 10 Pro x64 1903 (with 2019-05 or 06 cumulative update) having an issue where when you use the modern Settings app > Devices > Printers & Scanners, when you click on an existing printer, the printer below it does not drop down making space for the the "Open queue" and "Manage" buttons, instead the buttons overlay the lower printer, but won't allow you to click on the buttons, therefore you can't manage the printer.

    TL;DR

    Standard Users can always Tab-To-Enter

    This isn't a specific PC Workstation Problem, it comes and goes


    In our environment (1903 x64 Pro) we have roaming profiles and I can report that a standard user (read not administrator), may be able to use the UI interface correctly on PC-A, then roam to PC-B and be unable to use the UI.  Tab-to-Enter will work for them regardless of which PC they are logged into, however none of my users are savvy enough to learn this (we always have to remote in and tab for them).  We've also seen them roam back to PC-A, and the UI now doesn't work, then roam to PC-C and it does again.  It's very hit or miss all over the place.  Each PC workstation in our environment is for all concerns identically configured and running the same software and versions of said software.

    More... EDGE Won't print to local printer either under "Administrator" account.

    Noticed today that I cannot print anything from EDGE browser on my networked printer while signed in as the user  "Administrator". However, the if I sign in as a non-Administrator user, the EDGE browser can print to my network printer without any issues. I have the latest upgrades/updates. Google Chrome has no issues printing with networked printers. 

    If anyone has this issue and managed to resolve it somehow, I would like to know.

    I found that after installed 1909 services pack, the problem still exist.

    If you are normal users, the print queue and manage queue tab cannot be selected by mouse only a keyboard tab can select it. A administrative user can select the tab by mouse and expand the button properly.

    I wonder why Microsoft not notice this since the 1903 and it didn't have any problem back in 1809. Why???

    Bingo!!!!!!!!!!!!! tab fixed the issue for me as well

    Well, let's not say "fixed the issue". It's a workaround.

    This has been plaguing people for months and is now up to 7 pages of replies. This is pretty ridiculous.
