Windows 10 1903 can't manage a printer

I have a few Windows 10 Pro x64 1903 (with 2019-05 or 06 cumulative update) having an issue where when you use the modern Settings app > Devices > Printers & Scanners, when you click on an existing printer, the printer below it does not drop down making space for the the "Open queue" and "Manage" buttons, instead the buttons overlay the lower printer, but won't allow you to click on the buttons, therefore you can't manage the printer.

    For me, the problem is only that I am not able to print from EDGE browser (any web pages open up). To overcome this, whenever I need to print something from an internet site, I simply use Google Chrome to open the page.

    Every machine in our environment on 1903 has this problem.

    Your post is pointing me to some other workaround.

    If i give the User the right to "Manage this printer", the user is able to enter the properties in modern settings.

    Go to Control-Panel->Printers and Devices, right click the printers one after the other, select security and give "everyone" the right to "manage this printer". (Dont know the exact eglish term.).

    After this Everyone can access the properties page.

    This is maybe a workaround for local installed printers. 

    Can somebody confirm this?

    Nope. Not solve our problem.

    This isn't just an upgrade problem.  I have brand new installed machines having the same issue.  they were directly 1903 or 1909.

    I have a possible fix that I think Microsoft needs to investigate.

    I was looking through different websites that had possible fixes and found that if you remove the printer and driver and re-added it, it fixed the issue. I did this for the Fax and Microsoft XPS document Writer printer. I then was looking in the registry in this location; [HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Print\Printers(name of printer; I.e. Microsoft XPS Document Writer)]

    and noticed the Security setting had a different hex string than the ones that didn't work. I copied the security setting from the one that did work to the ones that didn't work, rebooted, and they started working like normal.

    This leads me to believe that the security setting for the installed printers before the 1903 (or 1909) upgrade does not get updated during or after the upgrade, or Microsoft changed some security setting that broke the normal function of the Printers and Scanners app.

    If someone would like to find a way to update the Security setting in the registry for the installed printers via a powershell script, you would be a hero.
