Windows 10 1903 can't manage a printer

I have a few Windows 10 Pro x64 1903 (with 2019-05 or 06 cumulative update) having an issue where when you use the modern Settings app > Devices > Printers & Scanners, when you click on an existing printer, the printer below it does not drop down making space for the the "Open queue" and "Manage" buttons, instead the buttons overlay the lower printer, but won't allow you to click on the buttons, therefore you can't manage the printer.

    Same problem on our computers.  Off the shelf 1903 installation with all patches and we can't manage printers through the mouse and GUI.  The quality of MS Windows has become absolutely horrible!  This is one of so many little GUI bugs I see all the time.  Never saw issues like this in 2000, XP, or Win7.

    Any solutions for this?  I see this too on standard user accounts on 1903, even with the GPO set to allow standard users to manage printers.

    I have GPO applied to users, and in Windows 10 1809 users have the following options:

    Open Queue, Manage, Remove Device

    In Windows 10 1903:

    Open Queue, Manage

    I didn't think to try tab to select the buttons. But still what has happened to the "REMOVE DEVICE" option and why is the window not being drawn correctly?

    Same issue here. Admin has no issue but user can not select the printer manage button because the printer above/below does not move to make space for the options buttons. Tab will work to select the buttons. Will be watching this for a fix.

    Have non admin users had remove device in the past? 

    I use GPO to grant my users the rights to install/remove printers as non admins.. so I'm not sure what normal people see in a non GPO setup.
