Windows 10 1903 can't manage a printer

I have a few Windows 10 Pro x64 1903 (with 2019-05 or 06 cumulative update) having an issue where when you use the modern Settings app > Devices > Printers & Scanners, when you click on an existing printer, the printer below it does not drop down making space for the the "Open queue" and "Manage" buttons, instead the buttons overlay the lower printer, but won't allow you to click on the buttons, therefore you can't manage the printer.

    You have got to be kidding me, right? You think running this obscure and ridiculous PS script is the proper solution for a simple UI problem?  Microsoft has completely lost it. Your collective heads are so far up your **** you may never see the light of day again.  Microsoft has become a laughing stock.

    We have an IDENTICAL issue. ALL requests to queue a request to ANY printer (wireless or server-shared) are %$!#@ IMPOSSIBLE.

    Microsoft, you screwed up.

    You ruined HOURS of my wife's business day.

    I have two other Windows 10 systems that are not yet at version 1903... I will NOT be updating them.

    FIX THIS.

    Was told by Microsoft Engineer to install the latest KBs (August 13th), but the issue still persists after installation.

    We are seeing this issue for a company with 70+ Windows 10 PCs all with 1903. No users can manage printers from the settings app because the display is glitched and they can't actually click the button. Yes the user can still manage printers through control panel, but by default they use the settings app and it currently doesn't work for any user.

    My wife has the same problem visible on her computer.

    It is possible to work around the problem using the older Control Panel and get to the printer settings that way.

    Microsoft, we need some attention to this defect please.
