Windows 10 1903 can't manage a printer

I have a few Windows 10 Pro x64 1903 (with 2019-05 or 06 cumulative update) having an issue where when you use the modern Settings app > Devices > Printers & Scanners, when you click on an existing printer, the printer below it does not drop down making space for the the "Open queue" and "Manage" buttons, instead the buttons overlay the lower printer, but won't allow you to click on the buttons, therefore you can't manage the printer.

    In the past I've tried uninstalling the printer then reinstalling, but that didn't make any difference.  Now what I don't recall - did I actually remove the driver when uninstalling the printer.

    It's a work in progress and my powershell skills are not as strong as they should be.

    You may be better served by having a centralized print server with the settings baked into each print queue that the user cannot change.  The users just have to pick the queue that suits their printing needs.  Since I don't know what your environment or users are like, I don't know if that's a viable option for you, but it would allow you to nuke the print driver on the local machine with little consequence.

    My guinea pig machine seems to have an issue with the OneNote 2016 printer as well.  I'm guessing it can be addressed in a similar manner.

    Good solution for our home users, not so much for enterprise.

    The issue also occurs with HP Universal Print Driver-enabled Printers as well. If I reinstall the HP UPD , it breaks the default printer settings and they must be set again.

    There is likely a powershell script to do this, but I have not gone down that road yet.  I have about 1400 myself.
