Can't believe I figured this out. Not an IT person and not always the brightest person but this worked for me after piecing together replies posted by others for 3 hours and LOTS of trial and error.
Problem (Dell Latitude): Although I could see the CAMERA app in my list of APPS, it wasn't listed in DEVICE MANAGER. Error Message when I did a search at the START menu for CAMERA was "NO CAMERAS ARE ATTACHED".
Resolution (from what I remember...I didn't think it would work so I didn't write anything down and memory is shot):
Note: Make sure HIDDEN DEVICES is selected from the VIEW tab. ALLOW APPS TO ACCESS YOUR CAMERA should be ON in CAMERA SETTINGS. Probably other things too but I can't recall. Give this a shot...
- Go to DEVICE MANAGER (assuming that CAMERA isn't listed...go to #2)
- Select SOUND, VIDEO AND GAME CONTROLLERS from list
- From that list, select INTEL(R) AVSTREAM CAMERA 2500 (or anything that has the word CAMERA!)
- Double-click
- Select DRIVER tab
- Select UPDATE DRIVER
- Restart computer
- Go to DEVICE MANAGER
- CAMERA should now be listed (and working)
