The Cumulative Update for Windows 10 Version 1903 KB4517211 is causing the printer spooler service to stop and the installed printer is no longer recognized. It is an HP Officejet Pro 8210 printer. When I go into services.msc I can start the spooler and my printer then reappears but as soon as I try to print the spooler service stops. If I uninstall update KB4517211, my printer again works.
Secondary Concern: I have temporarily halted windows updates to avoid KB4517211 from again downloading. How to I stop this update from installing permanently since I will have to resume updates at some juncture.

Addendum (Sept. 30, 2019): As the previous poster wrote - Microsoft confirmed the bug - see Windows 10 V1903 status page - but I don't agree with Microsoft's explanation to blame KB4522016 - see also my blog post Windows: Printer issues after Sept. 2019 Update confirmed - I got feedback from users, who are affected and had never installed KB4522016.
I also did not install KB4522016.

GBorn, Is it possible KB4522016, which was released on September 23, 2019, was later rolled into the September 27, 2019 release of KB4517211?
also confirming that removing KB4517211 resolves the print spooler issue

Never installed kb4522016.
Installed kb4517211, and no printing anymore. Very seldom, a page is really printed, but after that, not any more.
Deinstalling kb4517211, and printing works again without any issues.
I tried a Surface Pro 6 with only Windows 10, newest version and Office 365 newest version; no other program that might disturb. HP Officejet PRO 8740 with Win10-driver (no HP-programs): Same result! Install kb4517211, no printing, deinstall kb4517211, printing ok.
So this really seems to be an isolated kb4517211 Problem.
I hope that somebody will find a solution, or at least a good wordaround.

Printer HP Officejet Pro 8725 do not work after installing KB4517211. After installing kb4517211 the print spooler kept crashing. Uninstalling the update and rebooting resolved the issue. Reinstalled to test and print spooler crashes resumed. In addition, the Start button would not work and reported a critical error. Uninstalling the update again fixed the problem. This is on Win 10 1903 RTM.”
I pause updates in windows update. To prevent the KB4517211 reinstalled by Windows Update, I use “Show or Hide Updates” trouble shooter to hide the update, but when I run "show or hide updates" there no updates to hide??? update kb4517211 not appears why?? not appears because I pause updates in windows update??
