2 days ago i upgraded my windows 10 to build 1903 , since then ,
randomly and during any activity (gaming , watching a video ..etc) ,
screen with the word "locking" in the middle appears for half a second and my laptop goes into sleep mode
and then i have to turn it on again
this never happened before the update , i tried to reset and fresh start but, nothing worked , and now i can't get back to previous build
what do i do ?

So, I solved the issue (for me, at least) a long time ago but forgot to report back. My apologies
Basically,
Settings -> power and sleep -> additional power settings -> change advanced power settings -> battery
Then, change critical battery action and low battery action to do nothing both on battery and plugged in
I don't know if others already solved the problem In a different way, but i Hope that helps

I removed my 'compatible' battery and replaced it with the old genuine Dell battery again. That seems to have fixed the problem.
Similar issue. It takes a while to get there so bear with me.
Wife's laptop started flashing every three seconds. Did a search on mine, result said see if Task Manager flickers. It didn't, so the suggestion was to update Display Drivers. Went in to Safe Mode, uninstalled existing display driver, then I was supposed to go to Windows Updates. Apparently, though, in safe mode the computer had airplane mode turned on so I couldn't get any updates. So...restart the laptop, this time NOT in safe mode, and screen is now blinking every TWO seconds. ****?
After an hour and a half and 16 restarts trying to reconnect to the internet between flashes (impossible) I hit the power button to turn the laptop off. And then, guess what? I saw, for the briefest of moments, the "LOCKING" image from the post on July 6 (#2 in this thread, I believe).
I have no idea what's going on, buy after doing a search for "Locking" windows 10 I found this thread. That's all I know. Wife says she had an update this week. Will try to see if I can find it somehow and uninstall.
Strange behavior, my friend. I have Windows 10 Version 1903 Build 18362.207 and mine doesn't do that.
There are two ways to lock mine. One is to tell Cortana to do it when she displays this message before locking:
and then my lock screen shows up and the slide show starts.
The other is to press the Winkey+L and the Lock Screen appears and the slide show starts with NO message about locking.
The Ennis-Brown House designed by Frank Lloyd Wright appears where Deckard lived in the original Blade Runner and that Vincent Price rented in THE HOUSE ON HAUNTED HILL and where Angel lived on BTVS etc etc fills my screen and I say Wow! Look at the time!
But I don't understand what YOUR device is doing.
But put the iso on a flash drive and install the earlier Windows as you normally would.
I gave you a full tutorial for the best possible Clean Install and even wrote out some of the steps for it in my last post. Please read above.
