I fixed this issue, credit goes to the Dell forum where someone said go to the photos settings on your iPhone and under transfer to Mac or pc switch it to "keep originals" Had the exact same issue and this cleared it right up hope this helps.
Photos app freezes upon import / photo importing problems
Hello, I was trying to import photos from my iPhone via charging cable and upon import the photo app freezes. I reset my phone and tried again and it worked for the first import but another problem is that I can only upload 3-4 videos at a time before the photos app says something went wrong and I have to start the whole process all over again. Because of this, when I go to import again it just freezes once it hits my total photo and video count. This problem has been persistent ever since I started uploading photos and videos this past year or two and it really hinders my progress. Thanks for any help.

2020-05-18T15:59:34+00:00 The Dell blog fix worked for me but then all my pics started downloading in the .heic format after my last update. I'm sure the high def is better but this format does not work for my needs so I had to change setting back to "automatic" so that pics would download as .jpg. For now, the issue seems to be gone.
