You may be right. I couldn't tell which was needed, but I intended to re-import everything anyway because the app previously also couldn't discriminate between prior imports and current. Now, that works, too.

Hello, I was trying to import photos from my iPhone via charging cable and upon import the photo app freezes. I reset my phone and tried again and it worked for the first import but another problem is that I can only upload 3-4 videos at a time before the photos app says something went wrong and I have to start the whole process all over again. Because of this, when I go to import again it just freezes once it hits my total photo and video count. This problem has been persistent ever since I started uploading photos and videos this past year or two and it really hinders my progress. Thanks for any help.

Using build 18362.1, Repair didn't work but Reset did. Photo app did not freeze after counting photos on my Android phone.

2019-12-16T16:03:05+00:00 As others have said, the automatic transfer of photos from iPhone to Windows worked fine in older versions. EXCEPT, for me, there were always a number of photos previously transferred that Windows would check as "new" when obviously they were not. Just had to unselect all the reselect the new ones.
Here is what is new: I updated my iPhone 6S to iOS 13.3 two days ago. The freezing on the photo transfer disappeared! HOWEVER, now 100% of the photos are selected as new. But it is simple to use the convenient "unselect all" click and then choose which files to transfer. Not perfect, but beats the freezing.
UPDATE TO ABOVE, which I had just typed, but I wanted to check the transfer before I posted this. FREEZING IS BACK. Shucks. Took a new photo and tried four times--it froze. Deleted the new photo and tried again. It froze.
All my Windows updates are automatic, but I'll check that anyway.

Also, newbies, please note; with earlier Windows and iPhone 4, THIS COPYING PROCESS USED TO BE A NO-BRAINER.
Just try to connect Apple iPhone to Apple Computer (OS X) and feel the difference (c). It just works.
It worked fine with MS Windows too, until something changed (Windows update or iOS update). And it was not so long ago, not since iPhone 4s era. Just this summer (2019) I don have any issues with coping photos and videos to Windows 10 PC.
Regarding Workaround #2.
At Iphone: Settings - Photo -> Download and Keep Originals
It will stay original format HIEC and transfer it to windows PC "as is". Also I don't have any issues while cut and past media from iPhone to PC via Windows Explorer. (at workaround #1 I saw error "Error Moving File or Folder: A device attached to the system is not functioning")
Download HIEC to JPEG converter to PC (I used iMazing HIEC converter https://imazing.com/heic) and convert all images at your PC
I suppose to wait some time after first step (At iPhone: Settings - Photo -> Download and Keep Originals) - at lest 5 minutes, and after that try to connect phone to PC. I've successfully transferred about 4000 media files (photos and videos) without any issues.
