@Cutt and @DaveTheBatMan, I turned off wifi the past couple days when at my computer... zero dupe messages. It seems a combination of poor signal/syncing/timing is the issue. I have sent feedback to MS noting such.

My Your Phone app is duplicating messages sent, sporadically. This has been happening the past few days. Windows and Your Phone apps have been updated. The duplicates are appearing in my Android texting app (Textra) as well. I have used Pulse, Google Messages, and Samsung Flow previously w/o this occurring.
Windows 10 Pro 1903
Android Pie, standard, non-rooted ROM

The test with two different WiFi networks is intriguing; if I'm in a situation where I can make that happen, I'll test it and let you know.
As for Bluetooth, yours is the first mention I'd ever heard of anyone tying Bluetooth to this in any way; I mean, I rarely connect my phone to my computer via Bluetooth, and only do so for specific tasks. Of course, I'm speaking only for myself, and if others have mentioned it, before, then I apologize for missing it.

2020-03-24T18:14:36+00:00 My take on that is if I am on my laptop which IS on WiFi and the phone is right next to me I haven't really lost any capability. Incoming calls are still going to arrive.
YMMV because of the variability of data plans from different carriers but my data is unlimited. What I think what is going on under the hood of Your Phone PC/laptop application and the smartphone based YOUR PHONE COMPANION is that laptop talks to phone via Bluetooth when phone WiFi is off, then phone (in my case) sends message via 5G cell connection.
Someone at some point made a comment about speed and how phone and/or the apps are looking for some sort of verification that message was sent and received. I'm making a big guess here but I think when WiFi is on and in all likelihood right next to you even though working on PC/Laptop the message doesnt have to make a round trip that takes time so it messes up that confirmation message.
Might be worth testing by someone who has two WiFi networks in same physical area if you connected phone to one network and computer to other network see if you get duplication in that scenario.

I agree that keeping WiFi on is preferable, but my (not-at-all exhaustive) test showed that turning it off solved our little "problem"; still, finding other ways to block WiFi (form the offending apps) would be fantastic, if it can be done.
