[Case Closed; No Solution] Windows 10 keeps failing update to 1903

Hello,

I'm currently running 1803 and every single time I am trying to upgrade to 1903 I got a BSOD with a PFN List Corrupt.

  1. I have tried several method: let Windows Update download and install; Creating a Win10 installation Media in USB
  2. I have more than 43GB of free space.
  3. I've run File System checker, CheckDisk, and any other tool / utility

The other day I change MSConfig and select selective startup to disable other services/programs to load and after rebooting my PC couldn't even find Windows booting to a Boot Manager where only Windows 7 was an option (??????) (My original OS was Win7 but I upgrade to Win10 through Microsoft Upgrade Program) but no trail of Win7 neither. I used a third-party boot utility that fix the boot and I'm again in Win10 that keeps reminding me that I have an old version, that I would not get more updates and I have to upgrade... but the damn update keeps failing after download, reboot, install and after the 2 or 3 reboot in the installation process I got the ERROR.

I need like 2 restarts to see see the message saying is putting all back to previous state and then boot again and still ion ver 1803.

Please advice. I have tried all those canned solutions people post on forums with no difference.

    Mine it shows version 4.8.03761

    I was able to uncheck it, but haven't try to install again yet. I will try and get any new logs needed.

    the .Net 4.8 may be for the new build.  The option, Request Filtering, seems to be the one or two many folks were not able to uncheck.  Were you able to uncheck it?

    I read somewhere that the Filtering was default in earlier versions of IIS but not the latest.  If it was already install, an upgrade may not have been able to remove or correct it.  

    The .Net Framework configuration seems to be involved in the situation but I don't understand that relationship.  In regedit where you mention, mine shows version 4.8.03752. 

    I think I am going to install IIS on one of my systems to see what happens.  There must be something in common with systems seeing this type of problem.

    Hello Saltgrass,

    As I metioned, under IIS the only box checked was Request Filter. Nothing under Application Development Features.

    I don't see .NET 4.8 under IIS folder it should be there or just on the root of the Windows Features window? Because I have a ".NET Framework 3.5 (includes 2.0 and 3.0)" and a ".NET Framework 4.7 Advanced Services"

    In Regedit \HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\NET Framework Setup\NDP\v4\Full\1033 the Release is 528049 (ver 4.8)

    Following the instructions the only thing enable in IIS was:

    Internet Information Service > World Wide Web Services > Security > Request Filtering

    Interesting, this article doesn't mention Windows 10, but Server 2012, Windows 8 and Windows 7
