Microsoft Store and various apps don't work in Windows 10 version 1903

Since old threads tend to get locked, not allowing more replies, let me say to anyone who comes here from a Google search:

It doesn't look like this problem is going to get solved.  It looks like the Windows installation has to be scrapped and a new clean install from scratch has to be done, followed by reinstalling all applications and repeating all settings of all applications etc.

Here's the original question:

Microsoft Store and around a dozen other applications don't run.  I tried a lot of things including doing an in-place upgrade from Windows 10 1903 to Windows 10 1903 keeping all files and apps.  What it kept was the inability of these applications to run.

Start - Settings - Applications shows around a dozen unnamed applications attributed to Microsoft Corporation.  However, Microsoft Store itself is not one of these.  Microsoft Store is displayed in the list of applications, but doesn't have any size (not 0 bytes, but no size displayed at all), and was updated 2019/06/04.

The command wsreset gives an error message.  The specified device, path, or file cannot be accessed.  There is a possibility that the item can't be accessed because of a permissions problem.  However, I've observed that the Windows folder doesn't contain the subfolder needed by Microsoft Store.  The in-place reinstallation of Windows 10 1903 did not create the necessary subfolders.

sfc /scannnow etc. also do not create the necessary subfolders.

This PC originally ran Windows 7 Pro Japanese and subsequently Windows 10 Pro Japanese.  No other language version has ever been installed on this PC.

What about at the "Microsoft Store device management" page...

    account.microsoft.com/devices/content

    Microsoft Store Device Management

Does the computer show up there? I think that is the critical page for this. Unfortunately, I think the Store must be used before the computer will show up there. And yours still won't work!

    (1) Keep logged in to the Microsoft Account for a while to see whether the Store will finally install well. Try Windows Update on a daily basis. I guess the Store, itself, must come in that way.

    (2) Try a few of the things you tried before, like to reregister it & WSReset. Probably another in-place is too much, though.

    (3) I'm unsure the Store can be independently downloaded. I can't tell whatthis site is offering...

    https://www.microsoft.com/en-us/download/details.aspx?id=54768

Microsoft Download Center - MS Store

    "account.microsoft.com/devices/content

    Microsoft Store Device Management"

This list is mostly unrelated to the other list that your previous message showed me how to display.  When logged into this PC using a Microsoft account, this PC appears in the previous list but does not appear in this list.

This list also contained two instances of one PC that I tried to upgrade from Windows 7 to Windows 10 in 2015, but Microsoft remoted in and they couldn't activate Windows 10 either.  I reverted that one to Windows 7 and sent it back to its owner.

Next, near the bottom of that page, there's a link to click on to open Microsoft Store.  The link doesn't work.

"(3) I'm unsure the Store can be independently downloaded. I can't tell what this site is offering...

    https://www.microsoft.com/en-us/download/details.aspx?id=54768

Microsoft Download Center - MS Store"

It's offering a PDF file.  It's not offering a Japanese edition of the PDF file.

I thought it wouldn't be linked there. Too bad the button didn't work. Not sure where to go from here.

    (1) I guess, wait & see whether the Store will finally download correctly.

    (a) Did you get the latest quality update - OS Build 18362.295?

    (b) Does the Store keep trying to come in at Reliability Monitor?

    (2) If not the Store, itself, it does look like you can download other apps & stuff from that MS Download Center. Type what you want into the search box. Here is what shows for the Calculator...

But it doesn't look like they will match the version 1903 has...

Type Microsoft Store into that box & it will lead to articles. You'll have to read them deeper than I did to find a fix.

"(1) I guess, wait & see whether the Store will finally download correctly."

In other words, Microsoft can't fix it now, but we'll wait to see if they fix it someday.

"(a) Did you get the latest quality update - OS Build 18362.295?"

    Yes, on 2019-08-14.

"(b) Does the Store keep trying to come in at Reliability Monitor?"

No, the last time the Store tried to come in (and failed) was 2019-08-11.  It has not tried since then.  Maybe Microsoft figured out they can't fix it?

"(2) If not the Store, itself, it does look like you can download other apps & stuff from that MS Download Center. Type what you want into the search box. Here is what shows for the Calculator...

In Microsoft Edge, I found this page:

    https://www.microsoft.com/ja-jp/p/windows-電卓/9wzdncrfhvn5?activetab=pivot:regionofsystemrequirementstab

I clicked on the blue clickable button "入手" (acquire or get), and it did not respond.

    (1) Too bad the latest quality update was no fix. And sorrier still that Reliability History shows no action. Maybe it's just a lull.

    (2) "I clicked on the blue clickable button "入手" (acquire or get), and it did not respond."

I clicked on it to see. What happens is it opens the MS Store at the page where the app can be downloaded. So - it isn't a separate way to download stuff after all - & still the only solution is to get the Store to work.
