Microsoft Store and various apps don't work in Windows 10 version 1903

Since old threads tend to get locked, not allowing more replies, let me say to anyone who comes here from a Google search:

It doesn't look like this problem is going to get solved.  It looks like the Windows installation has to be scrapped and a new clean install from scratch has to be done, followed by reinstalling all applications and repeating all settings of all applications etc.

Here's the original question:

Microsoft Store and around a dozen other applications don't run.  I tried a lot of things including doing an in-place upgrade from Windows 10 1903 to Windows 10 1903 keeping all files and apps.  What it kept was the inability of these applications to run.

Start - Settings - Applications shows around a dozen unnamed applications attributed to Microsoft Corporation.  However, Microsoft Store itself is not one of these.  Microsoft Store is displayed in the list of applications, but doesn't have any size (not 0 bytes, but no size displayed at all), and was updated 2019/06/04.

The command wsreset gives an error message.  The specified device, path, or file cannot be accessed.  There is a possibility that the item can't be accessed because of a permissions problem.  However, I've observed that the Windows folder doesn't contain the subfolder needed by Microsoft Store.  The in-place reinstallation of Windows 10 1903 did not create the necessary subfolders.

sfc /scannnow etc. also do not create the necessary subfolders.

This PC originally ran Windows 7 Pro Japanese and subsequently Windows 10 Pro Japanese.  No other language version has ever been installed on this PC.

    First I made a concatenation of screenshots of the list of apps.  The image is large.  I will try to post it in the next message.

    About Malware Bytes:

    Malware Bytes does not interfere with Windows Defender.  Windows Defender continues running normally.  I think you know that.  However, I will uninstall Malware Bytes.

    I tried BINGing the errors you show, & nothing pretty is showing up. Much of it looks downright dangerous to do, like downloading someone's program to fix it or engaging in a permissions battle.

    (1) Try the things that failed before, now that you have in-place installed the new build 239. I mean WSReset, DISM & SFC,

    (2) Monitor Reliability History a bit to see whether they finally come in correctly.

    (3) It may help to uninstall MalwareBytes. I know you checked its settings, but maybe something is going on its settings won't show. Third-party anti-virus apps often are suspect in crashes & installation problems. Really Windows Defender is all you need. It should reactivate automatically when MalwareBytes is uninstalled. Windows Defender...

    (a) Is integrated into Windows.

    (b) Automatically updates its definitions frequently (even more so , if clicked for).

    (c) Has a one-click offline scan capability.

    (d) Has cloud-delivered protection, tamper protection, controlled  folder access, exploit protection, etc.

    (e) Puts Smartscreen into Edge & into Store apps too now.

    (4) What else have you got installed that could be interfering? Let us see your list of apps, at "START, Settings, Apps, Programs & Features". Blot out anything that may be top secret...

    Only the first problem history report had a "Copy to Clipboard" button.  For the others, I did as you said, right-click, select all, right-click, copy.

    System Settings Broker has a severe problem that the service stopped running.  The exception code is c0000409.

    The others are warnings that updates failed to install.  Errors are 0x80248007 which I don't immediately recognize, and 0x80070005 which means a permissions problem.  I doubt very much that Trusted Installer really encountered a permissions problem.  I think more likely some directories don't exist which should exist.

    Patience may be a cure. The duplicates in your list prove MSFT tries repeatedly. Maybe give it a few days. But let's see some of the error messages. Click "View technical details", then the "Copy to clipboard" button to post it. (If there is no button, right-click in the box & select all.)

    I've BINGed some of the items in that list. It seems some of them can be downloaded personally from the NET, but I'm unsure the result would be any better. The first one on your list came in for me on 7/30 - 20 days after my in-place upgrade. I'm unsure whether I could make purchases  without it, though.
