Well, the language is correct for your computer. So, the over-install you did with it should really have fixed the problems with the MS Store & other various MSFT apps. However, there is a new Service Pack Build of 175. It may make a difference. I would

Download Windows 10 - Currently, this is version 1903, service pack 175
Make new installation media, & try the over-install once more. Run the MediaCreationTool1903.exe to make external media on the computer in question. It should then prefill with correct information - including Language. I think 175 will make
a difference. It did take 3 hours for me to do this - but that may have been an anomaly of my own. Usually it is a one hour affair.
