OK, forgot about the Japanese.

MSFT may have enough info & is now working on it/them - but it would be nice if it said so clearly. I'd have to read the following at least twice more to know what's going on with that...

Sounds like it does help to have turned on FULL diagnostic information, more is sent & possibly it personalizes a response. (You are right mine is at BASIC. And I never scrolled that screen down to even see it. To see it w/o having to scroll: Start > Settings > Privacy > Diagnostics & feedback.)
But it will be a waiting game now. I'm unsure whether a fix will be done just on your circumstance & just for you - or others must have the same problem before they act. (But others certainly do have it.) Maybe both are possible depending on the problem. Apparently none of the Troubleshooters are a fix or one would surely have been suggested by now.
