I have tried to set up several phones but none of them will let me sign in to my Microsoft account. It just tells me "we Can't connect right now. Please wait a few moments and try again.

Whatsapp ended support for all Windows phones on 31.12.2019, you cannot download, install or use it, even if you can sign in to your account and to the app store.
