I have tried to set up several phones but none of them will let me sign in to my Microsoft account. It just tells me "we Can't connect right now. Please wait a few moments and try again.

Are you sure you already have a Microsoft account? It sounds like you don't. From the opening window of login.live.com, select "sign in options", then "forgot user name", and you should be be to check. Can you log into Microsoft from another phone or computer?
