Not sure if you are still having trouble, with 19 pages of stuff to do this is frustrating for sure. I tried most all of them with no success. Here are the suggestions that do work.
You need to go to Services to change them. Side Note: I have a theory that some "Turbo Boost" freeware I downloaded turned off most all the services needed for this connection. The items in black below (Bob's suff) you should do also. Be sure to read
his suggestions carefully. Some people have had trouble if their Internet (usually office) is running WLAN. To see if you are on a WLAN. Click the Windows Symbol lower left, then select Network and Internet. In this window you MAY see WLAN on the Left
Side Bar menu. You may just see Wireless. They are similar but different. If you have WLAN you will need to go to the section where you add programs (addresses) that are safe. I believe Microsoft Store is www.windows.com. might be different. Add it to
the list. Possible that your IT Admin has this locked.
Ensure the following Windows "Services" are running and set to Automatic.
Please follow the steps outlined below this list for instructions on how to make changes if needed. Type "Services" (no quotations) in the Desktop Lower Left Search Bar. You will see many Windows Services come up. Click on all those listed below and set
them to Automatic. Double check your work.

So after many tries I've found a solution that worked for me and I hope will work for you too (and for everyone will read this post).
In my case the problem was caused by TLS certificates.
I solved in this way:
1 - click on STARTand type "Internet Options"
2 - click on it and when a new windows will pop-up click on ADVANCED
3 - scroll down till the end
4 - Unflag"Use SSL 3.0", "Use TLS 1.0", "Use TLS 1.1"
5 - Flag"Use TLS 1.2", "Use TLS 1.3 (experimental)"
6 - click on APPLYand then close the window
7 - Restart
