I also had this Microsoft Store error 0x80131500 and tried at least 100 suggestions. I was working with figuring out why I could not access my network drive and
discovered these two problems are related. Here is the Western Digital suggestions to complete. They work to resolve Network Access to the Microsoft Store also. You may have had some Turbo software or Network speed up that stopped required services. I
have a router, but confirmed it was not the cause.
Click into the Windows Search Bar in the lower left of the Win 10 screen.
Type Services
Click the "Run as Administrator" option
The Services Menu will come up and there will be many, many selections.
You may or may not have all these below, but change all you have. Be sure to click Apply and Save after each selection to save your settings.
Ensure the following Windows Services are running and set to Automatic.
