I've tried wsreset.exe- no success

I've tried https://support.microsoft.com/en-us/help/4027498/microsoft-store-fix-problems-with-apps - no success

I've tried to reset my region, language, and speech - no success

I've deleted the contents of the download directory and the datastore directory in c:\windows\softwaredistribution - no success

Before you go through all of the Ultra-Geeky hassle (and possibly dangerous) methods above, try checking your Internet Security settings as outlined below:

Possible Fix:

Search for "Internet Options"

Open the App

Select the "Advanced" Tab

Scroll to the Bottom of the List where you can see "Use SSL/TLS"

UN-Select SSL 3.0 and TLS 1.0 and 1.1

SELECT TLS 1.2 and (If Available) TLS 1.3

Click "Apply"

Click "OK"

Reboot Computer

YMMV

Good Luck!

Doh!  I had been messing with the IE SSL/TLS configuration as I was having trouble with an older PDU and KVM.

Forgot to put the settings back.   Now why doesn't the app store say the issue is TLS, and not just "you don't have internet"?  IE tells you like it is.

By the way, had to set the PDU/KVM devices to not use HTTPS, and no browser settings would work.

December 27, 2019 at 4:50 p.m. MST:  Check out this Youtube video I found. It worked for me, except I had to access Internet Options by going through the Control Panel. https://www.youtube.com/watch?v=Nha8srZ9QZk

    SOMEONE EXPLAINED; (NOT ME)

Just thought y'all would like to know, I just spent an hour debugging this error on the Windows Store.

Watching the network traffic I was getting a TLS error 40, handshake failure.

I found that somehow TLS 1.2 and TLS 1.3 had been disabled in the network settings, and this isn't the first time it has happened.

Also, for some reason Windows has tagged TLS 1.3 as "Experimental".

Re-enabling these allowed the store to work, for anyone who encounters this issue in the future.
