KB4493509 fails to install

Hello everyone,

this is the first update since upgrade to 1809 that fails to install. I tried everything. Manual downloading, but even manual installing at the end just shows message, that the update couldn't be installed, without any errors. At Windows Update, it's shown an error 0x800f0982. I've done sfc /scannow, no corrupted files. I've done Restorehealth etc, and the error is still there. This is the first time that has happened to me. So should I wait for next update? Or what to do?

    I checked, and I am positive that there is something wrong with these updates. Maybe is in my laptop in Windows update some error or smth. I have now 17763. 404 version of 1809 Windows. I will wait when 1903 will start rolling out and then I will try to upgrade.

    What? What does this dll have to do with Windows Update? I am not opening a program( .exe ) which shows me that error of dll missing?

    I've already done the first path you suggested, but didn't work.

    But I won't reset whole PC for one update, because I need laptop for college and also it's a waste of time just for one update.

    Hello. I found a fix by chance.

    Search for "hide windows updates" widget, download it (very small and quick), run it  and hide the update that's not installing. Restart your PC. Run that widget again and unhide the update. After it's "fixed", try Windows update. Then check the installed updates: magically, it will be there as "installed". Don't ask me why but it worked for me ;-)

    boot  with windows into safe mode  with networking , then extract kb4493509  using 7.zip software  then find  .cab file  

    then  try with this  command 

    Dism.exe /Online /Add-Package /Packagepath:C:\windows10.0-kb4493509-x64.cab

    after finished , restart the windows
