Many thanks to everyone who provided an answer. I was able to get my Windows 10 v1909 installed thanks to the answers here but I ran into one other snag. My problematic hardware was a ASUS Dominus Extreme motherboard with an Intel W-3175X CPU however I
imagine many other ASUS boards will encounter the same problem. After updating Wi-Fi drivers (after installing windows with it disabled!) I re-enabled and there is no problem booting.
PROBLEM:
- While attempting a clean install (freshly formatted HD, no other operating systems) from USB flash drive I kept getting the same "BUGCODE_NDIS_DRIVER" error as the original poster
SOLUTION:
1) Hit 'F2' or 'delete' key repeatedly while booting up to enter bios
2) Use arrow keys to scroll over to 'Advanced' tab, scroll down to 'Onboard Devices Configuration', hit 'Enter'
3) Find your Wi-Fi adapter and change it from 'enabled' to 'disabled' (other's have said it is only Wi-Fi adapter and that Bluetooth, LAN, etc. don't need to be disabled but I haven't confirmed this). Make sure to save changes and exit BIOS.
4) Start the Windows install process over again, hopefully it works this time (hint: you can A) change your boot order to see the USB drive first or B) you can select the USB drive from the 'Boot' tab in the BIOS instead of screwing with the boot order.
Method B is much easier.)
5) There is a step where the installer gets upset you don't have internet but there is a small "set up later" (or something like that) text in the corner of the box
6) Once install completes successfully (mine did) and you can log into Windows (you still have no internet unless you're using LAN). Don't enable Wi-Fi adapter yet or it will prevent login!
7) On a separate computer, download updated Wi-Fi drivers from ASUS or Intel's site. For my specific board they are found here

8) When trying to install updated Wi-Fi drivers I got the error "The following extensions are blocked: Extensions\PieExtensions.INF". I found a fix here https://www.reddit.com/r/ASUS/comments/df7a0k/wifi_and_bluetooth_not_working_on_my_new_build/.
The solution is to move the setup executable and setup.xml into the Extensions folder and run the .exe from there. After this change my install proceeded without trouble.
9) Now you can reboot, re-enter BIOS and re-enable 'Wi-Fi adapter'. Make sure to save your changes and exit.
10) If all goes well you should be able to enter Windows without an error!
Good luck! It's too bad ASUS or Microsoft can't either fix or provide some guidance on issues like this considering the first post has over 100 "I have the same problem" votes.
