Have been trying for several days now trying to get this latest Update to install. I've read every post I could find online, run every batch file to reset/clear updates services, run sfc, run malwarebytes (all clear), ran Dism utility, and finally reinstalled Windows10, twice - once from old iso about a year old, and one from a new download from MS yesterday. Still won't install! (Did reinstall Win10 keeping apps and data files.)
All Batch Files did what they were supposed to do, pretty sure anyway, resetting Windows update services.
SFC found nothing.
Clean Boot removing all services didn't help.
Dism /ScanHealth came back finding a repairable problem, but /RestoreHealth freezes around 86.5% and gives me a timeout error of 12002.
Malwarebytes found nothing.
Both re installs of windows 10 went without a hitch, and all updates EXCEPT Cumulative Update downloaded and installed properly.
I also found in one of the posts a batch file that was supposed to reset all permissions, which the above error supposedly indicates, and it went through without any errors, but still nothing.
Any other suggestions would really be appreciated.

WOW! That WORKED!
I am surprised. I thought I was going to have to wait for microsoft to either fix the Update or wait for the 1903 version, but it worked. I, too, had gone through some investigation, testing, and troubleshooting with no resolution.
The error I had installing KB4495667 was 0x8024000b followed by 0x80070005 on the next install attempt (of several attempts).
I checked the results of the scan, and there were 18,000 minor errors in CHKDSK
Stage 3: Security Descriptors Test.
Here is the relevant message from CHKDSK (from the Event Log):
Stage 3: Examining security descriptors ...
Cleaning up 18583 unused index entries from index $SII of file 0x9.

UPDATE:
I failed to note that I had Win 10 Ver 1809 at update level 2019-03.
Also, just for clarification, I ran CHKDSK, with the parameters as detailed in
MonikaPetek's post of May 08:
CHKDSK in an ADMIN prompt:
chkdsk c: /sdcleanup /offlinescanandfix

YAY! This worked for me too! After I unplugged all my USB devices, ran the scan, rebooted, downloaded the KP 4505056 from the Update Catalog and ran it, it finally worked! Thank you, MonikaPetek!!
I thought I'd tried everything everyone had suggested. I don't recall trying this in exactly this way. I scanned my machine before but I don't think I did it in admin mode. I'm so happy right now. Now my computer is 17763.504.
If updates fail again, I'll remember to try this again. I really appreciate the original post and this reply from EdwinL1. Thank you both! And thank you to Gordo Mack for this thread. I hope this issue gets resolved for you!

Glad to hear that the Chkdsk worked for you, wish it would've worked for me, if nothing else just to satisfy my curiosity as to cause of the original problem. HOWEVER, the latest version 1903 finally worked for me and now I have it installed successfully. I had to remove a couple of external hard drives, and a flash drive that were connected to USB ports, and it took forever to download the latest version, I went over my monthly data allowance and my speed was slowed down, but it worked, and that's all I cared about.
Special thanks to Monika for hanging in there with me through the whole ordeal, still curious as to cause of original problem though Monika, but I guess we'll never know, hope it doesn't show up in this new version. (Little side note to Monika - Killer background from what I could see)

Yaay! So happy that worked for you! Every solution I've tried, i needed to share with you, because what the hack, maybe it will work for someone else. Now wait and upgrade to 1903. I guarantee you won't regret to upgrade, because it was one of the smoothes installation I've ever done. If you will have any other problem, just share with us, and maybe we will find solution. Yeah I immediatly thought that you will have to disconnect all of your external drives, because this update didn't allow anything to be connected during installation (Microsoft explained that it could damage these drives, so they block update if you have had connected any USB drives, SD card, external drives etc..)
But I am so glad, that the installation worked for you!
About previous updates, I am also still curious what was wrong, and why nothing worked, but hey, now the upgrade worked so, I am putting this on side.
