Have been trying for several days now trying to get this latest Update to install. I've read every post I could find online, run every batch file to reset/clear updates services, run sfc, run malwarebytes (all clear), ran Dism utility, and finally reinstalled Windows10, twice - once from old iso about a year old, and one from a new download from MS yesterday. Still won't install! (Did reinstall Win10 keeping apps and data files.)
All Batch Files did what they were supposed to do, pretty sure anyway, resetting Windows update services.
SFC found nothing.
Clean Boot removing all services didn't help.
Dism /ScanHealth came back finding a repairable problem, but /RestoreHealth freezes around 86.5% and gives me a timeout error of 12002.
Malwarebytes found nothing.
Both re installs of windows 10 went without a hitch, and all updates EXCEPT Cumulative Update downloaded and installed properly.
I also found in one of the posts a batch file that was supposed to reset all permissions, which the above error supposedly indicates, and it went through without any errors, but still nothing.
Any other suggestions would really be appreciated.

I've run DISM.exe several times, tried what you tried also, stopping Windows Update Service, running Disk Clean-Up, and tried manually installing the standalone KB that I downloaded from Microsoft, but none of it worked. Manual installation just comes back with a "not installed" message.

Couldn't any Cumulative updates shown, just security updates. Here's a screen shot of what I see. Hope you can see it okay.
I regularly run DISM Restore Health in command prompt. I also keep deleting temporary files after stopping Windows Update service through Disk Clean-up. Most of the time, the update doesn't install through Windows Update and I go for manual installation. But today, manual installation didn't work but Windows Update installed it successfully.

check under control panel -> programs and features -> and then on the left side click on view installed updates. There you can check and see, which was the last Cumulative Update you installed. I will go with guess that is KB4489899, regarding on your reply that you have 17763.379 OS build. So, try to manual download and install KB4490481 which is the last update my laptop could install. April and May Cumulative Updates are causing an issue, March updates were totally fine.
About permission, I don't have an exact error. My Windows Update pops an error 0x800f0982 which is totally different from Gordos. And yet, I don't know what that code means. I Googled it and checked, but no one really knows about it.

Thanks for update. Your screen shot shows almost exactly what mine shows. On 2019-04 (KB4495667) and on 2019-05 (KB4494441) I see both of them showing installed successfully on 1st restart, but after the 1st restart I check updates again and it shows that they need to be downloaded and installed. That's when I keep getting the installation failures. It looks like Monika has the same problem. So it either installed successfully and Update Service doesn't see it as installed an is trying to re-install it, or it really didn't install on the first attempt, but Update Service just added installed successfully along with the other updates??? What a confusing mess.
I also read Phil's reply and I think he is right about it being a permission problem, that's what MS says error 0x80070005 is. I'm running as administrator on both my PC's and one isn't having the problem, and one is (Another good question), the only difference is what I use them for, and of course hardware & CPU differences. It would really be great to find a solution. I hope Update 1903 solves the problem, it's scheduled to be released late this month, but then again it was scheduled to be released in April too.
Monkia wanted to know what the last Cumulative Update was, but unfortunately one of the batch files I ran to reset update services also cleared update history, so I only show updates for 2019-04 & 2019-05. I didn't have any problem with March Update, so that's the last successful Update I believe I was able to install.
I'd like to know what RahulKAR did to get his update to install, it looks like he's the only one who's been successful.
