2019-04 Cumulative Update for Windows 10 Version 1809 for x64-based Systems (KB4495667) - Error 0x80070005

Have been trying for several days now trying to get this latest Update to install.  I've read every post I could find online, run every batch file to reset/clear updates services, run sfc, run malwarebytes (all clear), ran Dism utility, and finally reinstalled Windows10, twice - once from old iso about a year old, and one from a new download from MS yesterday.  Still won't install!  (Did reinstall Win10 keeping apps and data files.)

All Batch Files did what they were supposed to do, pretty sure anyway, resetting Windows update services.

SFC found nothing.

Clean Boot removing all services didn't help.

Dism /ScanHealth came back finding a repairable problem, but /RestoreHealth freezes around 86.5% and gives me a timeout error of 12002.

Malwarebytes found nothing.

Both re installs of windows 10 went without a hitch, and all updates EXCEPT Cumulative Update downloaded and installed properly.

I also found in one of the posts a batch file that was supposed to reset all permissions, which the above error supposedly indicates, and it went through without any errors, but still nothing.

Any other suggestions would really be appreciated.

    Monika,

I did try, and guess what, it failed installation too!  This time there was a little better explanation as to why it failed.  It seems that during installation of version 1903 the installation tries to put any external drives, or flash drives you may have plugged into a USB port, or even an internal Hard Drives into an order: C, D, E etc.. and if they're not in order it may change them.  It gives an example of maybe changing a flash card now showing as G:\ changing it to H:, and in order not to cause any conflicts, it aborts the installation (that makes sense).   It says they are aware of the problem and will hold off sending the update to users until the problem is resolved by Microsoft.  They did have a workaround, removing all external USB Hard Drives or Flash Cards, and trying installation again.  I really can't do that because I have my external hard drives, and even my internal hard drives lettered to make sense to me, not necessarily in sequence. I have 2 internal hard drives that I use strictly for storing my home videos, and all family photos, V:\ Drive for Videos, and a P:\ Drive for my photos. External drives are set to backup those drives on a daily basis, so I would have to not only change my Drive lettering, but also redo my backup setup to agree with that change, too much work, so I'll wait for Microsoft patch.  I wonder if all these cumulative for 1809 are attempting to do that?

    Hi Gordo,

If you have no patience for 1903 version, visit and download Windows 10 Update Assistant and then check if your PC is up to upgrade. Mine is, I downloaded it and it said that I can update it to version 1903.

So, even today's update installed fine for me through Windows Update (was quite rare until May). I have no idea why isn't it doing the same in your machines. Hope 1903 fixes that for you all.

    Hi Gordo,

yeah, I've never saw so many updates just in one month. And this is really insane. Every last update of April and May was failed to install for me. Did you manage to install this last update of May (KB4497934) ?

Don't worry, I will wait. I won't install 1903. Maybe in the next 2 weeks perhaps.
