2019-04 Cumulative Update for Windows 10 Version 1809 for x64-based Systems (KB4495667) - Error 0x80070005

Have been trying for several days now trying to get this latest Update to install.  I've read every post I could find online, run every batch file to reset/clear updates services, run sfc, run malwarebytes (all clear), ran Dism utility, and finally reinstalled Windows10, twice - once from old iso about a year old, and one from a new download from MS yesterday.  Still won't install!  (Did reinstall Win10 keeping apps and data files.)

All Batch Files did what they were supposed to do, pretty sure anyway, resetting Windows update services.

SFC found nothing.

Clean Boot removing all services didn't help.

Dism /ScanHealth came back finding a repairable problem, but /RestoreHealth freezes around 86.5% and gives me a timeout error of 12002.

Malwarebytes found nothing.

Both re installs of windows 10 went without a hitch, and all updates EXCEPT Cumulative Update downloaded and installed properly.

I also found in one of the posts a batch file that was supposed to reset all permissions, which the above error supposedly indicates, and it went through without any errors, but still nothing.

Any other suggestions would really be appreciated.

    Hmm, I was also very confused, because 2 last updates on version 1809 also didn't install. Everything before these cumulative updates installed perfectly. I am suggesting you, wait for 1903 and then upgrade. But don't upgrade immediately, wait at least few days. I will do so, because like you, I also tried everything and the error of not installing is still here, so it's either something in windows files or I don't know where the problem is. But if you find solution, let us know. If you're really annoyed by checking updates and that it fails everytime, just hide updates at this link > https://support.microsoft.com/en-us/help/4026726/windows-10-hide-updates-or-driver-updates and download this troubleshooter. :)

    Yes I did, that's what really has me confused.  Everything I've read online says the windows 10 repair should rewrite system files and I believe reset Windows to its original state, it didn't work for me.  I thought maybe it was a program I have on my PC, but I haven't installed anything new on this particular PC for several months, and last cumulative updates all went well.  I did try a clean boot just to see if any of the services were causing the problem, but that didn't work either.  It's turning out to be a puzzle, and I'd really like to solve it.  Maybe next update will work okay, but this one really has me stumped.

    So you reinstalled your PC twice already? And it still doesn't install the update?

    Have already done that, twice, once with old version of ISO file and once with latest version I downloaded the same day I ran repair.  I used the same link by Andre Da Costa when I did it.
