2019-04 Cumulative Update for Windows 10 Version 1809 for x64-based Systems (KB4495667) - Error 0x80070005

Have been trying for several days now trying to get this latest Update to install.  I've read every post I could find online, run every batch file to reset/clear updates services, run sfc, run malwarebytes (all clear), ran Dism utility, and finally reinstalled Windows10, twice - once from old iso about a year old, and one from a new download from MS yesterday.  Still won't install!  (Did reinstall Win10 keeping apps and data files.)

All Batch Files did what they were supposed to do, pretty sure anyway, resetting Windows update services.

SFC found nothing.

Clean Boot removing all services didn't help.

Dism /ScanHealth came back finding a repairable problem, but /RestoreHealth freezes around 86.5% and gives me a timeout error of 12002.

Malwarebytes found nothing.

Both re installs of windows 10 went without a hitch, and all updates EXCEPT Cumulative Update downloaded and installed properly.

I also found in one of the posts a batch file that was supposed to reset all permissions, which the above error supposedly indicates, and it went through without any errors, but still nothing.

Any other suggestions would really be appreciated.

    I had the same issue.  I was able to resolve the problem.  On my PC (an Acer Predator Helios 300 running Win 10 Pro Build 1809) I have several user accounts (two MS user accounts as Standard users, and one local account as an Administrator)  When I ran the update using my MS user account (Standard User) the update consistantly failed to install.  I resolved the issue by rebooting the system and logging into the local account (an Adminstrator account) and re-ran the update.  It installed correctly.  This leads me to believe there is some sort of permissions thing going on with this update.  Your mileage may vary :)

    Welcome to the club! At my update history shows the same as at your screenshoot, that the update was successfully installed, but after restart because of .NET update, it didn't install and failed.

    UPDATE! KB4495667 Showed installed and went through the restart PC process and then later downloaded again and said not installed???? This is crazy!!!!

    I am still stuck on error. And I've tried everything, only not reinstalling Windows. But as Gordo mentioned, he reinstalled twice, and these updates still won't install on his computer. So Gordo, I guess we're stuck on waiting for 1903 upgrade haha.
