Open the Settings App (gear icon on your Start Menu)
Go to Privacy - Background Apps
From there you should be able to stop the Your Phone App and other Apps form running in the background of Windows 10

I have noticed that … Yourphone.exe … is running all the time.
Can this app be stopped from starting and if so … How do you stop it? ...

how&why is it legal to activated/have systems behind the scene that gathers data which is a "opt-out" setup instead of an opt-in...
can't wait for laws on the digital front in ways like gdpr that forces the company to be the responsible, not the user to have all the responsibility for everything.
(in short; I want laws disallowing stuff I don't want on my machine being bundled together with stuff there is literally no good reason are bundled together and activated as default.
especially in the age of module focused programming/programs)

What I do to get rid of all of the **** apps running in the background(cortana, skype, etc) is boot to a live linux usb or something(I have a dual ubuntu/windows boot) and delete it directly from the filesystem. Because, specifically with cortana, it cannot be removed from windows itself.

2019-10-30T14:38:25+00:00 It's like Cortana--you can try to kill it all you want, but Microsoft made sure it keeps coming back to life. Zombieware.
Make yourself a live linux USB and boot into that, then just delete it directly from the filesystem. Then it cannot start. I've done this several times. Somehow it keeps coming back, after about a week or 2. But atleast I get rid of it temporarily.
