Open the Settings App (gear icon on your Start Menu)
Go to Privacy - Background Apps
From there you should be able to stop the Your Phone App and other Apps form running in the background of Windows 10

I have noticed that … Yourphone.exe … is running all the time.
Can this app be stopped from starting and if so … How do you stop it? ...

Make yourself a live linux USB and boot into that, then just delete it directly from the filesystem. Then it cannot start. I've done this several times. Somehow it keeps coming back, after about a week or 2. But atleast I get rid of it temporarily.
Thanks for the instructions. I'd like to switch to Linux completely, but I need a Windows computer for testing client software, as well as full compatibility with applications like Microsoft Project. Anyway, I appreciate your suggestion.

What I do to get rid of all of the **** apps running in the background(cortana, skype, etc) is boot to a live linux usb or something(I have a dual ubuntu/windows boot) and delete it directly from the filesystem. Because, specifically with cortana, it cannot be removed from windows itself.
