I found my problem was in Shared Experiences in W10 Settings - sharing was disabled. When enabled Your Phone app finally moved on from 60% and linked OK.

hi I want to connect my android device to my hp windows 10 pro using the "You Phone' and " Phone Companion" but there is is know connection even though they are both connected to a WIFI hotspot from another device. My android is stuck in a loop saying " We're checking one more thing on your PC before we ask for a final permission, while my PC stuck on" We need permission to connect and access data onyour phone. Please check your phone and tap allow."

2021-01-12T13:04:15+00:00 I found that if you sign in with a skype email address rather than your email address (mine is the same funnily enough), made sure that my bluetooth was switched on and discoverable on both PC and phone, then went into the settings on my computer/devices/add Bluetooth or other device/Bluetooth my phone was shown in the list connected it - you should get a pin number shown on both devices - and hey presto it paired and worked perfectly. Hope this helps.
