Thanks so much. I'm running Version 1903 (OS Build 18362) on an EliteBook 8460P with AMD dedicated graphics. This issues was driving me insane. The constant shifting in brightness really messed with my eyes and gave me headaches. I guess this might be a dedicated graphics issue more than a Windows OS issue but idk. Hopefully anyone reading this finds a solution.
YES WINDOWS - PLEASE FIND A SOLUTION.
Andt this started with 1809 almost 1 year ago - was FIXED and then RETURNED with 1903.
BTW - supposedly adaptive brightness is gone. AND IF ppl tell you to roll back your driver - IT DOESNT HELP.
Resetting ur laptop WONT HELP EITHER.
Annoying as hell

A friend had this issue today (September 16th, 2019) ... I managed to solve it by going to Nvidia control Panel, Display, Adjust Desktop color settings, and selecting "Use nvidia settings" and setting the brightness from there.
