What were the steps? I just updated THREE computers and NONE of them are able to connect to Windows Update. I did an "in-place upgrade" on one of them and it did not resolve the problem. 

MESSAGE: "We couldn't connect to the update service. We'll try again later, or you can check now. If it still doesn't work, make sure you're connected to the Internet."

UPDATE is KB4476976 (OS Build 17763.292)

And, yes, I am connected to the internet. This is very annoying. If it is an issue/bug (and it must be) how does MS plan on rolling out a fix if users cannot connect to Windows Update? I have tried all the known fixes out there (stop/start services related to WU, run various commands in an elevated command prompt, perform an in-place upgrade, you name it. Nothing works).

    This worked for me to in the UK with BT network supplier. The downloads worked using my phone wifi.??  Not sure why?

    opened my phone as a mobile hotspot and used that on my laptop to download updates today.

    Sorry meant to add, that when I then changed my laptop back to the home wifi, and checked for updates, I no longer get the error message, it does the check and seems to work fine.  thanks

    Ya. That part makes no sense to me. Why would it work, suddenly, after doing the tethering option. Who knows.

    Update servers are currently down and you look to be affected by this issue. Please wait for another 24 hours and see if the issue persists.

    I've had this same issue with updating on two different PCs since Tuesday evening (29th January 2019), so the servers should really have been flagged as a serious problem before now. 

    I'm UK based, using TalkTalk as my ISP. Even little things like connecting to the Microsoft-App store takes forever (or just doesn't connect after a delay of several minutes 'loading'), with the same issue with some online Microsoft apps of non-connection.
