What were the steps? I just updated THREE computers and NONE of them are able to connect to Windows Update. I did an "in-place upgrade" on one of them and it did not resolve the problem.
MESSAGE: "We couldn't connect to the update service. We'll try again later, or you can check now. If it still doesn't work, make sure you're connected to the Internet."
UPDATE is KB4476976 (OS Build 17763.292)
And, yes, I am connected to the internet. This is very annoying. If it is an issue/bug (and it must be) how does MS plan on rolling out a fix if users cannot connect to Windows Update? I have tried all the known fixes out there (stop/start services related to WU, run various commands in an elevated command prompt, perform an in-place upgrade, you name it. Nothing works).

I found this link to ‘another possible solution.
Also, although I’d got the DNS change of 8.8.8.8 and 8.8.4.4( I think! ), some has posted that changing the DNS settings to 1.1.1.1 and 1.0.0.1 worked for them.

when I assigned ipv6 dns to google it worked.
When will this be fixed? I'm on the Philippines so the DNS should not be an issue right? Last time I updated was 1/30/2019

Hi Nico,
I was also affected by that problem a week ago but I was able to correct it by changing my DNS server to that of Google's following instruction given in this forum.
Pinalitan ko ng 8.8.8.8 and 8.8.4.4 DNS ko. Pero sabi din sa net ayos na raw ang problema at puede nang bumalik sa ISP dns. But I did not revert to my ISP's dns (PLDT) doon pa rin ako sa Google.
