Thanks for that. I'd tried iPhone 5c on talkmobile with no success, but a few minutes ago ( about 22.00 ) my laptop connected to the update server; but my desktop ( only 7 months old, i7 chip etc etc ) still won't connect!!!! At least it still works!!
Windows UPDATE "We couldn't connect to the update service. We'll try again later, or you can check now. If it still doesn't work, make sure you're connected to the Internet."
What were the steps? I just updated THREE computers and NONE of them are able to connect to Windows Update. I did an "in-place upgrade" on one of them and it did not resolve the problem.
MESSAGE: "We couldn't connect to the update service. We'll try again later, or you can check now. If it still doesn't work, make sure you're connected to the Internet."
UPDATE is KB4476976 (OS Build 17763.292)
And, yes, I am connected to the internet. This is very annoying. If it is an issue/bug (and it must be) how does MS plan on rolling out a fix if users cannot connect to Windows Update? I have tried all the known fixes out there (stop/start services related to WU, run various commands in an elevated command prompt, perform an in-place upgrade, you name it. Nothing works).
Thanks.

2019-02-02T21:15:58+00:00 Exactly the same issue, in the UK and on BT. Windows Store and Windows Update broke on the 29th January at 09.40 to the point where all Microsoft games i have like Forza Horizon series no longer even launch properly whilst connected to the internet (that's another ridiculous bug in itself).
I tethered to my 4G mobile (on Vodafone) just now and magically i could connect to Windows Update again and the Store now launches and installs apps.

2019-02-02T19:08:13+00:00 Same 3 day problem, for me, with a desktop and laptop. I'm with BT, so went on live chat tonight; very helpful person took just 4 minutes to check the hub and contact Microsoft. He confirmed that THERE IS A PROBLEM AT MS's end ( certainly wrt BT ) and it will be about a week before it's fixed. I guess the problem may well affect other providers as well. Non of the other alternatives I tried had any affect ( Windows Update troubleshoot, mobile phone hot spot, DNS to 8.8.8.8 ). No way would I go as far as reinstalling windows / safe boot etc! ).

2019-02-02T18:56:50+00:00 Great to hear !
My ElitePad has now Updated, after some delay, without me doing anything further.
At one point, an update download was attempted by the server (MS Net Framework Update) but this petered out.
However, it does now seem to have sorted itself.
I am sure that MS are well aware of the problems and that their technicians have been giving it some priority !
I am not one of those people who delight in knocking Microsoft, I use E3 Enterprise Office 365 and have Windows 10 on three PC s and Office 365 on other devices.
On the whole, I find the Platform good to work with and like the many compliance and other standards which are built into the MS System.
However, MS can be a little ponderous sometimes in dealing with this type of problem and do not always communicate quickly with end users, in my experience.
However, the grass is always greener on the other side and other Platforms have their difficulties also !
The trick is to not be over reliant on any one Platform, in my view.
I have access to all the main platforms and make sure that I can switch over, should a snag occur on any one of them.

2019-02-02T18:37:29+00:00 The DNS setting should be 8.8.8.8 and 8.8.8.4
This has worked for me on the two machines I have tried. Quite why the DNS resolution provided by my ISP is failing remains a mystery.
