That sedlauncher.exe file is part of Windows 10 update KB4023057 for Windows 10 which is designed to improve the speed of Windows Update Service components in your machine

    I belive that it doesnt work like microsoft belive, sedlauncher live to use disk usage and slow the computer...

    DON'T KNOW WHAT IT IS BUT IT'S THE MAIN PROBLEM ON MY LAPTOP, IT JUST BLOCKS EVERYTHING CPU, DISK AND RAM.
