Slow Internet Speed on Windows 10 1809

I've had this same exact problem and I finally know the solution.  I noticed my download speed was at a crawl and I had almost normal upload speeds but the upload speeds were way faster than my download speeds.

1 .Uninstall the network adapter driver from within device manager

2. Unplug the adapter from your machine
3. Reboot and login
4. Plug the adapter into a DIFFERENT port. 
5. Let it install the drivers.

Check your speed.  Should be good to go again and back up to proper speed. I hope this helps. So many questions about this online with no answers.  This fix works for me every time.

Thanks for the reply, but does not this only apply to offboard adapters? I use the onboard adapter, Intel 1219-v. There would be no way for me to plug the adapter into a different port if you talking about PCI in the case, and I have only one ethernet port on onboard adapter, 3 on modem.

I am not sure how to resolve this with an onboard adapter.  I've never had a problem with one internally.   Perhaps it's possible to remove the drivers and reboot.  Or, remove the drivers and install a new updated driver.  It's a driver issue and how windows configures it. For whatever reason it does this I don't know. 

What you can try....

Go to Intel's site and download the latest drivers for that adapter

Remove the old drivers

Manually install the new drivers.

Sometimes this requires you to select Browse My Computer For Driver Software then Let Me Pick From A List Of Available Drivers On My Computer.  Choose the new driver files you have.  Sometimes this lists several drivers including ones Microsoft thinks are a better fit. You may have 2 or more in the list to choose from.  Try it for each driver listed for the adapter.  You can see the driver version you are using in device manager by double clicking the driver listed under network adapters and going to the driver tab.  Same place you remove/uninstall the driver.  Use the latest one provided by Intel and retest the speed.  Many times Windows chooses an off driver.

I'm not sure what else to try.  As I mentioned, I have yet to have this problem happen with an internal adapter.  It's only occurred with external USB adapters on my desktop.

I will try this, basically I already tried with 3 drivers, the native, the listed on the motherboard site, and the latest intel version. Another curiosity is that it is in Upload my problem, my plan is 75/75, Download and my ping are perfect, but the upload fluctuates between 5 and 40 depending on the service/site.

Another strange thing is that in the resource monitor or network reading programs, they say that the speed is coming, eg: Chrome.exe = 9.3 Mbps, but when you look in the browser the speed is not there, it's like if the speed came on the port, but the computer was "lost" to use the speed.

However, just like the original post, if I use a Android smartphone, or even use a Live Linux USB on my computer in a wired way, it works normally.

Only in Windows this upload bug.

It's a windows adapter driver bug. What gets configured wrong I do not know.  But, that original fix I posted has worked for me every time and came from the manufacturer of one of my USB wireless adapters.  It has happened with 2 different brands of adapters.  It works fine in Linux for me also and my smartphone all have the proper speeds when it occurs.

My upload speeds would be faster than my download speeds.  And download speeds would be at a crawl.

The main speed test i use is at www.speakeasy.net/speedtest.  Another one, fast.com is good but it only lists download speeds.
