I had the same problem. I had to click "Reconnect" and project to the display again, then click "Disconnect" on the banner. That cleared it. The banner itself seems buggy, and it doesn't seem to like it when you use the "Connect" button in notifications, as we've all been conditioned to do.
Remove Wireless Projection Banner from Desktop screen
is it possible remove the new "Wireless Projection Banner" introduced in 1809 or at the very least move it so that it does pop-up every time I touch a tab in my browser?

2019-08-30T11:52:24+00:00 I Pin the banner when I'm projecting to the screen to hide it, and I just click "Disconnect" when I'm done projecting. The banner goes away.
