Windows 10 1809 update + KB4464330 can't set no paging file in System Drive (C:)

After I updated Windows 10 Pro 64-bit to the October 2018 version 1809 update. I can't set custom size or no paging file in virtual memory properties in drive C:. By after set custom size or no paging file and restart computer. Has system properties pop up on start up. And pagefile.sys in drive C: still automatically manage paging file size.

    I just checked my safely remove hardware option.

    All my drives are ejectable.

    If they can be ejected, why do they have cache options, and caching by default?

    Is this the result of sata hotplug support?

    NOT ONLY are my drives ejectable - but I have a highpoint professional pcie server SAS/Sata rocketraid controller for my array, and I'm prompted to safely eject the CONTROLLER ITSELF.

    This isn't bios or my motherboard, and it's not a per drive setting.

    Why would windows allow me to safely eject my pcie controller card?

    Don't Change anything in the BIOS, there is no issues in the 1803 version of windows 10, the problem start in the 1809.

    I had mine set as Fixed disk in Windows, but it was not until I also set it as the same in BIOS then I was able to create page file on that drive.  For users who don't have access to that option in BIOS, it's up to the mercy of the installer to decide if the disk is fixed or not.  Only Microsoft can fix this then.

    That info is not available in the Acer Bios menu.

    Both my drives show as Fixed hard disk in System Information from Administrative tools.

    did you check BIOS setting for those SATA drives? are they set as removable or fixed there?
